I've confirmed that Apache Infra doesn't have an account to appveyor so we can't turn this on. I'm told that most projects that want CI over windows use Apache Jenkins which has some windows build slaves. If you'd like to propose that Apache consider use of appveyor.com you could make a proposal on the Apache Infrastructure mailing list.
