No - we can't publish that until after VOTE (both here and on general@incubator). You could either:
1. Download the source distribution and manually build it locally and test 2. Test against 3.1.1-SNAPSHOT - we always deploy a final SNAPSHOT that is code-wise equivalent to the final release I'd say the preference would be to do 1 as you are technically voting on the source artifact that i referenced in the original post.
