No, you are not misunderstanding. However:
The website only mentions 3.1.1.
If 3.0.x is still being developed I would expect to find it referenced on the
website.
There's no indication on the site that earlier versions are still supported.
If it is supported, it would help if the site described why one would want to
use 3.0.x rather than 3.1.x
