The character encoding is determined for each file separately, even if one file includes another using the include directive </spec-quote> Your example works fine for me with SVN trunk once I edit the static pages to add <[EMAIL PROTECTED] pageEncoding="UTF-8"%>. Of course, you are free to nag the JSP expert group https://jsp-spec- public.dev.java.net about this all you want.
