tomcat-catalina-8.5.8.jar contains AuthenticatorBase.class which implements
javax.security.auth.message.config.RegistrationListener but the POM
(https://repo1.maven.org/maven2/org/apache/tomcat/tomcat-catalina/8.5.8/tomcat-catalina-8.5.8.pom)
does not define JASPIC API as a dependency.
