That would be a question for infra but there are disadvantages as well as advantages to doing that. One of the advantages of moving the code to the archive folder is that it breaks existing checkouts which prevents accidental commits to code that is no longer being worked on. If we did add such redirects, I'd suggest making the archive read-only apart from svn admins.
