There will be an IOException when
createTempDirectory(Path,String,FileAttribute[]) is invoked if the directory
CATALINA_TMPDIR point to does not exist.
CATALINA_TMPDIR defaults to $CATALINA_BASE/temp and It seems that no one is
there to make sure the directory exists.
