Chris, Cancelling a [Vote] is not a good reason for deleting a tag for Tomcat.
In Tomcat Connectors skipped releases are omitted from the changelog (e.g. 1.2.38), but elsewhere they are present in the changelog. Deleting a tag loses info on that version.
