AFAIK, the real startup bottleneck is caused usually rather by this scanning for annotations (ContextConfig; even if optimized since 2020 by bug 58242) than for TLDs (TldConfig), so it would be really great to have this implemented. BTW I think it would be cool if Tomcat would also be able, if asked, to remember which jars contained some servlet-like classes and use that information on restart automatically.
