I agree it is unexpected.
Most users of embedded use it via Maven. There are only a few thousand
downloads a month of the .zip (compared to ~20 million of the embedded
core JAR via central)
A number of tools extract the files into the expected subdirectory anyway.
I'm thinking definitely fix 12. Maybe fix 11 and see if anyone complains
before back-porting?
