I'm not entirely sure how to configure RAT in the ATR environment.

other. It seems "easier" to just add the headers to the files.
Meh. Go with whatever you find is easiest.
"Fixing" things in our build seems slightly easier than carving-out an
exception in RAT, whether that be in the CI environment or in ATR, etc.
Speaking of which, I didn't realize that RAT was being run in the CI
environment. Should we just give our CI/RAT configuration to the ATR
people so we can have the same config in both?
