It comes down to what you consider a source file. The current proposed
definition from
http://people.apache.org/~cliffs/3party.html#define-source, "the
preferred form of the work for making modifications", includes just
about everything we check into svn.

Rather than start another marathon thread on legal-discuss whether
this definition is correct and whether each of the non-.java files is
really a source file, it was less effort to use the re-license tool to
update the files.

Your point about images is an interesting one. There are also a few
other file types I couldn't add the text too for various reasons. I'll
push all of these over to legal-discuss.
