Hi, 
Sorry, I don't think this issue is a configuration issue. I have took the 
server.xml of our webappp servers (W2003 SP2) and I have put it in my local 
machine XP Professional.

In my local machine system logged perfectly, in our server it did not. I have 
reinstalled tomcat 5.5.23 in our server and I have started it with the default 
server.xml and system again did not log in the catalina log.

I think this could be an issue related to W2003 SP2.
