Implement TSL-PSK encryption for clustering
I haven't tested this on a real cluster yet. My very rough plan is:
- test this on a real cluster
- get CoPilot to add TLSv1.3 support
- do some more testing on a real cluster
- gives folks some time to review/test it themselves
- back-port it
- deprecate the EncryptIntercetor with this as the replacement
Feedback in terms of review comments, PRs, fixes etc welcome.
