fixcrlf is only run for release distribution targets. Looking through build.xml, there does appear to be some scope to clean this up. I think fixcrlf could be run earlier for `/bin/` and then any following fixcrlf calls could/should ignore '/bin' -- This is an automated message from the Apache Git Service.
