Resolve the interceptor base named in the timeout property report

The {@link JdbcInterceptor} reference added with the property-report
javadoc did not resolve, because the class sits in the interceptor
package and does not import the interface; the unresolved reference
made the module's javadoc build fail. Qualify the link with the
interface's package, matching how the class javadoc already links
cross-package types, instead of importing a type the code never uses.
Reflow the paragraph to the file's line width. Comment-only change.
