The problem appears to be the infinite redeployment loop rather than the APR
configuration. I can't tell the cause but it is probably related to your
context configuration.
I suggest you seek help from the users list. You'll need to include any changes
you made to conf\context.xml and webapps\host-manager\META-INF\context.xml
