tomcat6w.exe is just a renamed binary from commons-daemon. You'll need to raise
a bug against the commons-daemon component to get this fixed.

NB: I haven't checked the commons-daemon code to see how easy this would be.
Closing as INVALID since it isn't a Tomcat bug.
