I can't say I have seen this issue having not deployed on AIX. This problem was specifically on Windows and Linux (the actual side effect I saw).
It doesn't sound like it's permissions based since the files you mention are actually created. If you're starting tomcat via the sh file under AIX try starting it with the -x flag and see if it gives you any clues as to whether it's not starting.
