I've created a Retired Jakarta Taglibs page. Not hooked up yet; two
small missing steps at the end of the above are:
* Add link to Retired Jakarta Taglibs page from Jakarta Retired page.
* Move Taglibs into the Ex-Jakarta on the LHS.
We should also link to the Retired Jakarta Taglibs page from the
Tomcat Taglibs front page.
Once the rsync happens, the url will be:
http://jakarta.apache.org/site/retired-taglibs.html
