I recented upgraded from 5.5.20 to 5.5.31 and it appears that multi-level
contexts aren't working for example foo#bar.xml extracts to the /foo#bar
directory under webapps. In 5.5.20 it correctly extracted to /foo/bar
directory. I tried a couple of previous version without success 5.5.27 &
5.5.30.
