Update JspC to allow new options to
1) Write web-fragment.xml as a valid web-fragment file.
2) Place all the precompiled jsp classes into a jar file
3) Put the web-fragment,xml (from step 1) into META-INF/web-fragment.xml of the
jar file created in step 2
