When specified from within the server.xml file, the Context element appears to
expect the following syntax for its Path attribute:
/location
If the leading '/' is omitted, the log shows lots of:
Failed to process JAR [jar:jndi:/...lib.jar!/null] for TLD files
which isn't very explicit...
