Make redeploy goal consistent with deploy goals

Redeploy is the same as deploy but has the update flag set to true. redeploy
does not fork a package phase, deploy does. The behavior is diffrent. It should
be:
deploy <=> redeploy
deploy-only <=> redeploy-only
