The NOTICE file for the source archive includes references to Nullsoft
and Eclipse which AFAICT are not actually present in the archive.

AFAIK, the NOTICE file should only be for required notices.

The way I look at this is: if Tomcat were released as source only (no
binaries) would the entries in NOTICE be required?
