2) With fix in Comment 11 it also breaks TestParser.testBug55198() test case.

It now generates HTML that contains (see bug55198.tagx)
onclick="window.alert(&#034;2bar2&lt;&amp;&gt;&#034;)"
onclick="window.alert(&\#034;3a&amp;b3&\#034;)"

Note the '\#'.
