Description:
I am using the following plugin repository:
```
<pluginRepository>
<id>apache.snapshots</id>
<name>Apache Snapshots</name>
<url>http://people.apache.org/repo/m2-snapshot-repository</url>
<releases>
<enabled>false</enabled>
</releases>
<snapshots>
<enabled>true</enabled>
</snapshots>
</pluginRepository>
```
Here is the error from maven:
```
[DEBUG] Could not find metadata
org.apache.tomcat.maven:tomcat7-maven-plugin:2.3-SNAPSHOT/maven-metadata.xml in
local (/home/smitchel/.m2/repository)

I tried deleting my local repo to do a re-download and the issue still exists.
