Corrected catalina.bat for starting tomcat Windows
Tomcat for Windows doesn't start, it's appear to be a variable definition error
in catalina.bat
ERROR: '127.0.0.1' is not recognized as an internal or external command,
operable program or batch file.
You must remove the quotation marks of the following lines :
set JAVA_OPTS=%JAVA_OPTS% %LOGGING_MANAGER%
set JAVA_OPTS=%JAVA_OPTS% %LOGGING_CONFIG%
