The tag is to stabilize the javaee-api for the forthcoming TomEE 1.7.x
release.
These staged binaries have been included for several weeks now, so
stability is proven.
I would like to release TomEE 1.7.x with no staging references at all
this time round, so this dependency vote will enable us to do this.
