Also on IRC, I think that our users will simply appreciate getting the
latest Tomcat in this version if we can work with it.
If the TCK or buildbot fail anything then it will be an instant -1 from
me that can be saved for a 1.7.1, else I'm a big +1 for it.
I am still on LICENSE and NOTICE files, so have to wait until anyway.
Also fixed the missing webjars issue from Thiago.

I would stick with 7.0.54 for the following reasons:
- we've got stable buildbot green build and tck green results for a while
with 7.0.54
- latest tomcat (even minor or bugfix) release have clearly demonstrate
some important and breaking changes
- we'll have anyway (pretty sure) to release a 7.0.1 maintenance release
soon, so more time to test it up and grab users' feedback on the SNAPSHOT
- previous preview votes gave the opportunity to community, committers, pmc
and all to review, test, validate. They spent time and changing to 7.0.55
will required again deeper checks
