The history of the issue indicates that the behaviour is the way it is to handle a different buggy user-agent (Adobe Reader on IE9?). I imagine a backport is possible, but I'd probably be looking for some form of switch to enable/disable it given the history, if it were up to me.
But yes, I agree - I'm sure well tested patch attached to the ticket would probably help.
