I saw your PR and merged it. So, there's one more step to make this "official", which is to submit a PR against this repository: https://github.com/docker-library/official-images. For reference, here's the last PR I submitted for it: https://github.com/docker-library/official-images/pull/6638.
In essence you want to change this file: https://github.com/docker-library/official-images/blob/master/library/tomee to reference the commit id in the docker-tomee repo (042b7dbd684f9b3649b6d1b4b924f38dedf85c19), with the correct image tags and the corresponding directory of the Dockerfile in the docker-tomee repo. Be sure to add yourself as a maintainer as well. It took me about 6 attempts to get "green" PR last time so don't be shy - just keep pushing commits to your branch until the PR is green. If you need help, just shout. Once that is merged (and someone on the Docker side does that) you've basically done the full process end-to-end. Nice work.
