Hi,I've submitted a PR (https://github.com/apache/tomee/pull/671) for TOMEE-1417.
The code tests that 2 Properties objects are the same, but doesn't flag errors correctly when they contain the same keys but different values. I've fixed the logic so it now works in this case.
