Feel free to clean up any associated "upgrade" JIRAs for xmlsec and its 
dependencies.  I don't know if it's the best approach, but I've been just 
yanking the fixedVersion off ones that don't apply.

Cool.  Looks like that version is targeting CXF 4.0.  Just checked the CXF 
lists to see where that version is at -- I'll update the CXF thread we have.
