What if the main page was organized around graphical boxes as follows:
## Rows
1. Choose the Committee / Project / add a Sub-Project.
2. Move a Release from a Draft to a Candidate to a Preview
3. Releases that are available.
If no Committee / Project is chosen consider grey versions of rows 2 and 3
with no information.
