Changes to the vote page
1. For each file there should be a `Download` button.
2. Add a box to show how to perform an rsync download of all of the release
candidate.
- Either show the public ssh key we have or a button to upload their key
(copied from manage keys.)
- Explain the minimum rsync client to use. My Mac has a very old version
2 rsync and I had to `brew install rsync`. Let's just say that the user should
check.
- Show the proper rsync to copy the files into a directory which may not
exist.
3. Update the upload page with the public ssh key and minimum client
information.
