   Partially implemented in a735902fa7711fcd389d3070a706d061d9f524ee.
   
   The bulleted items are yet to be implemented.
   
   On bullet point 1, emails to start a vote currently use a centralised 
template. We don't even have a field for it on `VotePolicy`. There was no 
property for a template to start a vote in the [original requirements 
documentation and design for 
VotePolicy](https://github.com/apache/tooling-docs/blob/main/apache-trusted-release/data-model.md#vote-policy).
   
   On bullet point 2, how would we make clear to users that they should not use 
their actual mailing lists in the vote policy? Since we can't give them a range 
of lists to test, how would we make this functionality testable?
   
   On bullet point 3, it may be worth us reviewing the functionality as 
partially implemented above and considering whether it's sufficient for alpha. 
The announcement emails are pre-populated with sensible defaults, and may be 
enough for most projects, at least in testing. These defaults are also editable.
