1. Releases are not necessarily signed with the GPG signature of the person
pressing the VOTE button.
```
The release artifacts are signed with the GPG key with fingerprint:

Should be changed to
```
The release artifacts are signed with one or more GPG keys with public
keys found in
https://release-test.apache.org/downloads/tooling/KEYS
```
2. The signature for emails should include the user name and apache id and
not just the apache id:
For example, `Dave Fisher (wave)`.
3. Votes should be of the form:
`+1 (binding) (wave) Dave Fisher`
