While the vast majority of GPG public keys in KEYS files use an apache.org email not all do. If a non-apache email is provided then that email must be attached to the `uid` in LDAP using the `asf-altEmail` attribute. Do an ldap search on `uid=*,ou=people,dc=apache,dc=org` If the ATR is not yet ready to do ldap searches then let's discuss when to add that. LDAP code is in `asfpy`.
