   There are differing approaches that can be used to handle dormant commons 
components.
   1. They can be dropped in projects.apache.org in the creation of 
projects.json.
   2. We can filter out projects in ATR that include `(dormant)` in their name.
   3. We can include `(dormant)` projects, but exclude these as projects that 
can perform a release. Keeping them will allow releases made for commons 
components that are marked dormant in the future to remain in the system, and 
be available for other actions. Who knows if later a Dormant project will 
become active ...
