Resolved by f897562b2abf61d5944f70a1b37095b036c1040c. Please let us know if there are further categories which should be considered immutable. It may be intended that even `retired` be mutable, due to the stipulation in #112 that category editing will be used "to help maintain DOAP files", but I think that our understanding has moved on from there.
