   This case is different from #160: in that issue, the voting form should not 
be shown to users because it confusing to display it when it cannot actually be 
used. It can't be shared, and previewing it is arguably of minimal value or can 
be replaced by a section in the documentation or tutorial.
   
   For the present issue, the downloads page has value even if there are no 
files to download. Users can preview the different download mechanisms, read 
the instructions, inspect the scripts, try the different download methods, and 
share the links. This means that we should continue to enable the link to the 
file download page.
   
   The link text "Download files" is, however, confusing when there are no 
files. I will replace it with "Download links", indicating that it's a preview 
of links, when there are no files in the draft. Moreover I will also add the 
following message to the download page itself when there are no files:
   
   "Although there are not yet any files in this release, this page gives 
instructions and links that you can use or share to prepare for when files have 
been added."
