We need to do surveys and metadata migrations in order to support persistence of certain data. 1. Prevent deletion of any PGP public key from KEYS files where it has been used by a release. 2. Need a map of historical and legacy released - artifacts, who signed them, the release version, project, and committee. The version and project may have issues and could be updated later. This survey / migration may be slow and should be one committee at a time.
