Resolved by a range of commits, the most important of which are a9223c47e4db58fc51f88a119eb32f1314db8f55, bca48e2845d2895aab76ef557bb1363b6f18a866, a9f6c88dd7041f1b67bd15849bd938d75bcc4998, 4afeecb8d68c8d76c93c63423f9e759f6c428e15, 7ee53e7a819c88bd0dc68d54c5d0abc7711ef2ea, and 721abfcd7389447b5b8128ec5cbbdc17a889f74c. These and other commits implement all of the requested features, with the exception of: - **Carrying mentor and ASF member votes over to the second round.** If the user changed the email body because the automatic vote tabulation was incorrect, we have no way of knowing the detailed vote results. The first round vote is however linked from the second round email, even if the full results are not quoted in the email. - **Including the full results from the first round in the second round email.** As above. - **The graduation workflow for the new top level project to follow.** We should probably make a new issue for this and defer it to a later stage of ATR development. Ideally the normative vote results should be recorded entirely in the ATR, and the mailing list should merely reflect that. Committees could potentially be allowed to formally opt into this process. A mailing list interface could still be supported, provided it uses a format that the ATR can interpret and includes explicit acknowledgment of votes by the ATR.
