Given the plans involving the GitHub Actions we should consider if this should be via a "proxy" method where in some cases the action does the distribution and others _**ATR**_ does. From Finish UI we should think of this as a selection and an action. Distribute parameters: 1. Project 2. Version 3. Artifact 4. Type - Package, Attestation, SBOM, Vex, etc. 5. Channel - Maven, PyPi, Jfrog, DockerHub, Node, Crate, etc. In either case, we want to record the distribution.
