Resolved in 52562d71f59217a327e802d7636344b6db0a8c97, which adds a vote comment template. The template is part of the release policy for a project and can be set by anyone who can change the release policy. This should be plain text, not Markdown, because it's sent as part of the body of the email. We could make this into an interactive checklist, but that would remove some of the advantages of free form text. Perhaps a good long term solution would be to allow both an interactive checklist and free form text.
