   We need to know if any release managers will choose to use lightweight 
checks instead of (or in addition to) RAT checks if given the free choice 
between the three alternatives: lightweight, RAT, or lightweight and RAT. 
Currently we enforce the latter, but it doesn't make sense to have both checks. 
It's likely that all existing RAT users would choose to use RAT, but might some 
choose lightweight and RAT anyway? And how many non-RAT users would prefer to 
use the lightweight checks? We don't know. As @potiuk [suggested on 
Slack](https://the-asf.slack.com/archives/C049WADAAQG/p1766172326997689?thread_ts=1766094117.807139&cid=C049WADAAQG),
 if we allow users to configure this then we can use the chosen options as a 
kind of survey.
