Between Roy and Rich I would follow Roy's advise on licensing and notice, but Rich's comment follows practice. To me ATR should accept what people practice which is any one of a date range, the original year, or the current year. I'll note that the thread where Roy wrote his advice never reached a conclusion. BTW - NOTICE is always something that voters should manually verify.
