Ignores endpoint is:

./post/ignores.py:26:@post.committer("/ignores/<committee_name>")
./get/ignores.py:30:@get.committer("/ignores/<committee_name>")
```
Should the ignores be part of the project data or the committee. To me this
should be project metadata.
