These instructions should be moved to and divided between these standard files: 1. `DEVELOPMENT.md` 2. `BUILD.md` 3. `CONTRIBUTING.md` Optional 4. `SUPPORT.md` 5. `GOVERNANCE.md` These may go into `.`, `.github`, or `docs`.
